Structure and Governance

The University of Orléans was designated as a coordinator by the ANR for the Labex VOLTAIRE. It is the interlocutor of the partners of Labex with the ANR. The University of Orléans therefore ensures the general, administrative and financial coordination of the Project. It receives financial support from the ANR for the Project, distributes it and ensures that its use can be accounted for in line with the expectations of Labex.

The governance of the VOLTAIRE LABEX  is organised as shown below:

In order to limit the number of commissions, and therefore meetings, the governance of the LABEX is that of OSUC (Institut Géosciences Environnement Espace [Geosciences Environment Space Institute), plus the BRGM.

A simple three-level structure operates:
1 – A decision-making level: The LABEX’s executive committee is the OSUC’s executive committee plus the BRGM’s director of research. The main role of the committee is to implement LABEX’s policy along the directions suggested by the advisory level, while maintaining a harmonious balance with the other OSUC and BRGM projects. The executive committee meets once a month under the management of OSUC’s director and the project coordinator. Its mission is to allocate human and financial resources, act on the location for conducting the work and to give the VOLTAIRE label to collaborative projects mounted by project groups with the INSU, ANR or ERC and PCRD programs. It brings together:

o The LABEX’s director and OSUC’s director,
o The BRGM’s research director,
o The directors of ISTO and the LPC2E,
o The managers of OSUC’s research, education and communication commissions and the managers of the associated teams (ICARE, LEO, Soil Science) who are invited according to the agenda.

2 – An advisory level: composed of OSUC’s research commission, with which the BRGM project
group managers are associated and OSUC’s education commission, with which the managers of
the ENAG and Polytech’Orléans specialized master’s programs are associated.

3 – Support functions are provided by OSUC (management, communication) and the commercial
exploitation aspects are supported by the joint commercial exploitation structure of the
University of Orléans and the CNRS.

An OSUC’s scientific advisory board, made up of scientists external to the Orléans, site meets once a year to provide scientific guidance to the consortium.
